Grants to USA nonprofit organizations and public agencies in communities where the Funding Source has a business presence for crime prevention programs. Applicants must contact local program staff prior to applying. Funding is intended for programs that are focused on preventing crime and promoting community safety activities. Grant applications are accepted by invitation only.

Examples of the public safety-related focuses funded through the CEF grant program:

  • Public safety events such as those focused on bicycle and helmet safety
  • Specialized investigative police equipment such as digital cameras or forensic items
  • Specialized police equipment for divisional units such as bike, K9, mounted patrol (with the exception of animal purchases and/or associated care expenses)
  • Certified training for law enforcement officials (non-administrative)
  • Youth programs such as PAL or Police Explorers (non-administrative)
  • Community events and festivals
  • Shopping sprees such as back to school or Heroes & Helpers
  • Crime prevention programs such as vehicle theft prevention or neighborhood watch

Additional Eligibility Criteria:

Public agencies or federally tax-exempt section 501(c)(3) charitable organizations in the U.S. (or one of its protectorates) located in the communities where Target has stores or DCs are eligible to apply (the organization must be within 100 miles of a Target store or DC).

A public agency is an organization established and primarily funded by the U.S. government, such as public schools, public libraries, public parks, and law enforcement agencies. A public agency must be able to provide a valid IRS government affirmation letter (e.g. law enforcement agencies) or NCES number (e.g. schools).

Who is not eligible to apply for a public safety-focused grant?
- Individuals
- Elected officials
- Advocacy or research groups
- Religious groups (for religious purposes)
- Organizations with a pending 501(c)(3) status
- Organizations with an alternate tax status (e.g. 501(c)(6), 501(c)(8), etc.)
- Educational institutions (for regular instructional programs)
- Organizations that are unable to accept and cash a grant check (if awarded)
- Organizations that do not comply with our non-discrimination policy

Some of the focuses not funded:
- Capital or building construction projects
- Administrative costs such as staff salaries or travel expenses
- Endowment campaigns
- Fundraiser or gala events
- Software, databases, computers, tablets or related accessories
- Weapons or weapons-related programs
- Treatment programs such as substance or alcohol abuse
- Disaster response (supported through a separate HQ program)
- Health, recreation, therapeutic programs and living subsidies
- Expenditures for general equipment or items that are the normal responsibility of the agency (e.g. ballistic vests, radios, cars, handcuffs, etc.)
- Expenditures for equipment with potential privacy concerns (e.g. drones, license plate readers)
- National ceremonies, memorials, conferences, testimonials, or other similar events

Pre-Application Information:

Public safety focused requests are accepted, reviewed, and funded through CEF based on a certain timetable, and online applications are accepted March 1 – October 30.

Eligible agencies interested in being considered for a potential public safety-focused grant should contact their local Target store or distribution center’s Assets Protection (AP) team for a meeting to provide information around their program and overall funding request.

The organization will then be notified if their request can be considered for potential funding, and if so the next steps in the application process.

After submission of the online application, a confirmation will be sent to the email address used to create the online grant account. Additionally, once Target has reviewed the submitted online application, an email will be sent to the individual who completed the grant informing them of its approved or declined status.
