Grants of up to $70,000 to Mississippi school districts to enhance access to high-quality early learning programs, with an emphasis on offering inclusive programs for students with disabilities. This program invites proposals from qualifying school districts for the establishment of blended pre-kindergarten classroom environments. To receive grant funding, the minimum enrollment must be 15 four-year-olds or 10 three-year-olds for each school year.

The MDE expects early childhood programs to accomplish and demonstrate the following outcomes:
-More children will enter kindergarten ready to succeed in school.
-More families will have access to quality early education programs.
-Prekindergarten programs will receive resources and support to increase quality.
-High-quality prekindergarten programs will collaborate with other early childhood education programs and related services.
-Prekindergarten programs will use curricula that are evidence-based and aligned with the MDE’s Early Learning Standards for Classrooms Serving Three- and Four-Year-Old Children.
-Prekindergarten programs will implement an integrated, effective system of early childhood curriculum, instruction, assessment, and program evaluation.
-Prekindergarten programs will implement consistent and appropriate learning goals for children and demonstrate progress towards achieving these targets.

Inclusion benefits children with and without disabilities, as they become skilled at:
-Experiencing positive social interactions
-Having pride in their achievements
-Using improved language and communication skills
-Solving problems creatively
-Developing patience and compassion
-Understanding and accepting their own and others’ strengths and gifts
-Helping others

Each eligible school district receiving an award will use the funds to carry out activities that advance student achievement and support student success. These include the creation of a new blended prekindergarten classroom and/or the expansion of an existing prekindergarten program within the district and maintain said classroom(s) during the three-year course of the grant. Funds may be used for supplies, materials, curriculum, and training for teacher(s) and/or paraprofessionals. Funds are used for program implementation, as well as for operating expenses such as:
- Technology, including assistive technology;
- Assessments for students;
- Staff development and training; and
- Classroom equipment, materials, and supplies.

Estimated Size of Grant:

The MDE grant award will be up to:
-$50,000 for year one
-$10,000 for year two
-$10,000 for year three

Term of Contract:

A subgrant award is made available for an approved project period up to three (3) years contingent upon the availability of continued funding, and evidence of progress as documented in the annual evaluation report.

Year One of operation will be January 1-June 30, 2020, with planning during Year One and classes beginning during Year Two in August 2020.

Funds for each year should be expended throughout the year, with final expenditures by June 30.

Additional Eligibility Criteria:

Any school district in the state of Mississippi is eligible to apply for these grant funds. Districts that have applied for or who are currently receiving Collaborative funds or Blended funds are not precluded from applying for these grant funds.

Districts may apply for grant funding for more than one classroom, if needed, with each classroom individually adhering to the guidelines in the proposal.

Grant funds may not be used for staff salaries and benefits.

Pre-proposal Conference:

The MDE will host an informational webinar to review the proposal requirements on Tuesday, July 9, 2019, at 3:00 pm.

Pre-Application Information:

All entities planning to apply should submit a Notice of Intent to Apply, which should be received by July 8, 2019. The Notice of Intent to Apply is not required to apply but may be necessary to assist the MDE in planning purposes and preparation for proposal scoring. You may submit the form by fax, email or mail.

The deadline for submitting written questions by email is July 10, 2019 at 5:00 p.m. Copies of all questions submitted, and responses will be posted to MDE’s website under the Public Notices section and will be available to the general public on July 12, 2019. No individual replies will be granted.

Applications must be hand-delivered or shipped to Monique Corley, Director, and received by 5:00 PM on Thursday, August 1, 2019. At the time of receipt of the proposals, the proposals will be date stamped, and recorded. No faxed or emailed copies will be accepted.

- October 17, 2019: State Board of Education approval
- October 18, 2019: Notification of awards (contingent on State Board approval)
- January 1, 2020: Authorization to expend, pending approved revisions
