Grants starting at $1,000 to Mississippi school food authorities to purchase equipment that facilitates the provision of school lunches. Funding is intended to enable schools that are current participants in the national food lunch program to offer healthy school meals to students by obtaining and utilizing qualified equipment. Equipment requests may include new equipment, renovation of equipment, or replacement of equipment.

These funds will assist SFAs in purchasing equipment needed to meet the new nutritional standards as required by the Healthy Hunger-Free Kids Act of 2010. These funds will also make a significant investment in addressing the unmet needs in your kitchens by allowing SFAs to purchase the equipment needed to serve healthier school meals. This grant will put an emphasis on more fresh fruits and vegetables, improving food safety, and expanding access to participation in the school meals program.

The Program’s goals are to accomplish the following objectives by purchasing equipment for school kitchens:
1. Equipment that improves the safety and quality of food served in the school meal programs (e.g., cold/hot holding equipment, refrigeration, milk coolers, freezers, blast chillers, etc.). Standalone equipment only; no counter-top equipment can be purchased with this grant funding.
2. Equipment that improves the overall energy efficiency of the school nutrition operations (e.g. purchase of an energy-efficient walk-in freezer or cooler replacing an outdated, energy-demanding freezer or cooler).
3. Equipment that allows SFAs to support expanded participation in a school meal program (e.g., equipment for serving meals in a non-traditional setting or to better utilize cafeteria space).-

It is the intent of the MDE to award twenty-two (22) grants to SFAs.

Estimated Size of Grant:

This grant will be awarded in the amount of $17,676.48. The threshold for the purchase of equipment cannot be lower than $1,000. Equipment purchases that exceed the grant fund amount of $17,676.48 must be supplemented by state, federal or private funds.

Term of Contract:

A subgrant award is made available for an approved project period of September 17, 2019 through May 12, 2020.

Additional Eligibility Criteria:

All current participants in the National School Lunch Program (including non-public) in the state of Mississippi are eligible to apply for the 2018 NSLP Equipment Assistance Grant Second Round. Proposals must be submitted by the School Food Authority (SFA) on behalf of the individual site. Sites that have at least 50% of students eligible for free and reduced meals will be given preference.

Priority will be given based on the lowest number of previous awards of the NSLP Equipment Assistance Grant Award under the American Recovery and Reinvestment Act of 2009 and the FY 2019, FY 2013, FY 2014, FY 2015, FY 2016, FY 2017, and FY 2018 First Round Agricultural Appropriations Act.

Because of the limited amount of federal dollars from the USDA, a maximum of two grants may be awarded in a single SFA. If your district/organization received one (1) or two (2) award(s) under the 2018 Equipment Assistance Grant First Round, you can only receive one (1) award or zero award(s) with the Second Round.

Grant funds may not be used for renovation of the food-service area because this falls under the category of construction costs which must be paid by the SFAs general fund.

Standalone equipment must be purchased; NO countertop equipment can be purchased with this grant funding.

Pre-Application Information:

One (1) original and four (4) copies of the sealed proposal must be received by 5:00 p.m. on August 12, 2019. Proposals must be received in the room designated in the RFP by the deadline to be considered.

All entities planning to apply should submit a Notice of Intent to Apply. The Notice of Intent to Apply should be received by the July 18, 2019 deadline. The Notice of Intent to Apply is not required to apply but may be necessary to assist the MDE in planning purposes and preparation for proposal scoring.

The deadline for submitting written questions by email is July 12, 2019 at 5:00 p.m. Copies of all questions submitted, and responses will be posted to MDE’s website under the Public Notices section and will be available to the general public on July 16, 2019. No individual replies will be granted.
