Grants to USA organizations for legal services that benefit disadvantaged people. Funding is intended to enhance the social and economic well-being of underserved individuals and groups through systemic litigation. The Foundation is looking to award grants for systemic type cases that will have an impact on a particular area of the law or a legal issue through the establishment of a legal precedent. The grant application has to be for a particular case.

Consideration of grants will be rated and based upon (1) Alignment with the Foundation's Mission, (2) Quality of the Proposed Project, (3) Capacity of the Organization to Carry Out the Proposed Project, (4) Urgency of the Proposed Project, and (5) Financial Health and Stability of the Applicant Organization.

Using the above-stated five criteria the Foundation has established a rating system to evaluate grant applications. The rating criteria were developed by the Foundation's Board in conjunction with an industrial psychologist.

Highest priority will be given to cases that directly address a significant systemic legal problem in an area identified in the Foundation's mission, and the case has a high probability of significantly improving the economic well-being, social conditions, and/or civil liberties of a large number of disadvantaged persons and groups throughout the United States.

The Barbara McDowell and Gerald S. Hartman Foundation aims to improve the economic well-being and social conditions of disadvantaged persons and groups in the United States through the making of grants to organizations that undertake systemic litigation with the funds they receive and by coordinating direct, pro-bono litigation through the High Impact Project.

The Foundation does not support cases where the relief sought is for an individual except if it would involve an important legal precedent addressing a systemic issue. Also, the Foundation does not support criminal cases where an individual is charged with a crime. Finally, the Foundation will not award a grant where an organization is seeking general support for its mission. The grant application must be for a specific case.

Pre-Application Information:

The Foundation accepts applications for its grants each year beginning June 1st and applications must be submitted by August 1st for grants to be awarded for the following fiscal year of the Foundation which is October 1st to September 30th.
